Charge Controller with Current limit?

Hello,

Do the charge controllers usually have a built in current limiter? I'm thinking about the case where my battery is fully loaded (ie. 10kw battery bank capacity) and as an example I need 1kw hour for 3 hours. Is there a built in current limiter in the battery charger that will automatically limit the current to my desire so the next component that comes after batteries (could be some sort of an inverter dc/ac for 220v appliances or other electronics) does not blow up from the heat? Does this limit functionality usually sit in a cc or an inverter? I've searched a bit but can't seem to find any details specifying this.
