I personally wouldn't buy anything on the Metravi website, but I'm lucky that I live in North America with lots of reasonable choices in the $100 category.
I can't recommend any CEM branded meter myself after owning 2 of them. I also can't recommend the Vichy and I have only used one Uni-T and I didn't like it and sold it.
If you are not opposed to buying on ebay, I took a look at ebay.in (out of curiousity) and spotted a Gossen inspired multimeter.

There is a lot of controversy regarding the Rishabh brand and the seller (who insists on writing every word capitalized making it impossible to read), but if you are not bothered and can make an objective review, it might meet your needs? See below.

While I realize that most laptops and desktops are low DCV, typically 19V or lower, the ATX power supply large filter capacitor could be charged up to 400VDC. The Gossen knockoff might have good input protection, but you should ask for a picture of the internals.
