Title: High Frequency High Voltage Circuit

Simply put, I need a circuit that can produce a high frequency (300-999 MHz) high voltage AC output.  The voltage I'm look for is >100,000.  Any help is appreciated.

A circuit alone does not work.
You need a magnetron.
But:
Did you really expect to get informations about "how to build a microwave device that is capable to be used as a weapon"?
Maybe you are a terrorist. Who knows?
