Sorry, I did not realize you are using a PWM charger. Too bad, as they are very wasteful. A regulator in parallel is not going to be any help neither I am afraid. It will hunt all over the place as the panels get drawn down in voltage. You really would be better buying a MPPT charger than trying to make something like that work IMHO.
