Title: need help in sizing , buying and installaing off-grid system

Dear Sir/Madam
Good day for you
We are a teaching facility. We are very interested in converting to solar PV energy.
Since we were supported by our government, we got electricity for free, but this is going to end soon, and we have to pay for electricity, therefore we are very interested in converting TOTALLY to OFF-GRID solar PV system to supply our facility with ALL its need.
We do not have an electricity meter, and we do not have exact calculations/Bills, but there is a meter ( on the main supplying cable ,  3 phase) that measures the instant consumption in AMPS, of all facility, we measured the consumption in different time intervals over one week:
The maximum consumption is 250 Amp ( at 12:00 noon)
The minim consumption 130 Amps   ( at 7:30 morning)
The system is running with 220 VAC
the facility is working from 8  to 16   , around ( 8 ) Hours
